Mission To create and sustain a campus climate in and out of the classroom that values and promotes all forms of diversity. The center challenges students, staff, and faculty to commit to diversity as a source of renewal and vitality that empowers them to change the culture and the world through civic action. Values The CME promotes working toward a just, pluralistic society to end all forms of oppression so that all people engage with mutually egalitarian respect. Executive Summary In spite of severe budget constraints, a great deal has been accomplished again this year toward the goals set in the CMEs 2008-2013 Strategic Plan, though, as noted in the 2008-09 report, some goals have been curtailed. This document reviews the CMEs accomplishments and challenges, and makes recommendations about how we might continue to meet, or need to revise, these goals in light of the economic realities. Primary to the ability to meet these goals is support for leadership, staff stability, and funding. While some of the recommendations might be accomplished under the current state of resources, many call for additional resources. Given the state of the states budget, a search for additional resources will continue to be one of the CMEs primary tasks in the following years. Because the strategic plan was set in more hopeful times, there is an obvious need to scale back while continuing to look for other funding options. Original Strategic Plan Goals for CME 2009-2010 OngoingPlan/ImplementContinue Bracero Oral History Project Offer faculty course/syllabus development stipends Continue UNIV 110 development & implementation Work with Curriculum and GE Committees to create continuity of development of mission elements throughout curriculum Offer Student Awards Continue SAFE I & II trainings MWGSC events & curricular collaborations Partnership with CLU on events Maintain and further develop interactive web presence Continue working definition discussions Continue to negotiate for more staff support and space as needed Partner with Faculty Development to increase opportunities for faculty Continue researching funding opportunities through advancement and grants Assess goals in relationship to mission and refine goal list Assign task force two goals to assess for progress Develop & implement plans in response to task force recommendations Work on partnerships with other local colleges and universities Apply for grants as appropriate and possible Implement Multicultural Visiting Scholars program by running national/international search OVERVIEW Ongoing Goals We have managed to keep moving, if a bit more slowly on almost all of our ongoing goals. The Bracero Project continues to be an important one for community outreach and developing long-term relationships based on documenting local history. We have done some excellent work with STEM faculty to bring greater understanding of the importance of multicultural perspectives to the STEM disciplines. Work with the GE Task Force brings us closer to a GE program that more effectively engages multicultural perspectives. Unfortunately, we have had to place a number of goals on hold and will revisit all of our goals in relationship to the economic realities we face in the coming years. Goals for Planning and Implementation The goals set in the original strategic plan assumed growth and development instead of constraint and severe budget cuts. Given the economic and workload realities, the items listed for planning and implementation have also been curtailed. We did assign a task force two goals to assess for progress as planned (see attached), but the task force took most of the year to do the assessment and the committee did not have time to either assess goals in relationship to mission and refine the goal list nor to develop & implement plans in response to task force recommendations. Indeed, these tasks will be folded into this reports recommendation to reassess goals in terms of economic realities. We continue to search for grants and funding, but the reality is that funding opportunities are very limited. Similarly, our partnering with more colleges and universities has been constrained by both workload and funding while the dream of implementing a Multicultural Visiting Scholars program will have to wait for more flush times. 2009-10 Accomplishments with Recommendations for the Future (As noted in last years report, goals had to be curtailed in scope in response to severe budget cuts) GoalAccomplishmentsFuture Plans/Recommendations1Continue Bracero Oral History ProjectThis project is an initiative of the Center for Community Engagement, the Center for Multicultural Engagement, and Chicana/o Studies program. The project has allowed for cross division collaboration and produced multiple educational opportunities for our students. For example, the project has been a service-learning project for Chicana/o Studies, Spanish, Library, and Art programs. Students have presented about the project at the 2009 Community Based Research Conference, where they were awarded a Blue Ribbon. Art students graphically translated research, collected by Chicana/o Studies students to create a local Bracero exhibit. To date the Bracero Project has: Held 2 town hall meetings (Oxnard and Santa Paula) Interviewed 50 former Braceros (31 of these interviews have been sent to University of Texas at El Paso to be transcribed and put on the Smithsonians website, braceroarchive.org) Jos Alamillo has continued to lead this project in conjunction with continued support from the CME and CCE. Spanish Capstone and Chicana/o Studies students have participated in conducting 32 interviews. In addition, we have collected a number of Bracero artifacts, thanks to Joss work. In preparation for the 2010-2011 exhibitions of Bracero-related art, stories, and artifacts, an art capstone project was based upon developing a dynamic design to advertise the local exhibition. Related to this project, the CI Library was chosen as repository for the Irene and Jorge Garcia Chicano/a Studies Collection. Continue conducting interviews and finding any new interviewees. Host the Smithsonians Bittersweet Harvest: The Bracero Program, 1942 1964 from exhibition 08/21/2010 10/31/2010. Work with VC Museum to host the local Bracero exhibit, Ventura County Bracero during Csar Chvez Day 2011. Work with the Santa Paula Farm Museum to host the exhibit in 2012. 2Offer faculty course/syllabus development stipendsThree science and math faculty members received summer stipends to develop greater multicultural perspectives in their teaching and mentoring practices to improve student learning and better serve the STEM initiative. This was a continuation of the work done in summer 2009 when faculty developed individual plans for their own teaching in the fall and then evaluated and reported the results in Spring 2010. Participants have a shared Blackboard site to share their ideas and experiences. Bring past recipients together to present and discuss their work in Fall 2010 and kick off request for proposals 2010-11 awards.3Continue UNIV 110 development & implementationThis is a project of the four mission centers together. Planning from Spring 2008 was implemented throughout the 2008-09 academic year with assessment and revisions done summer 2009. In 2009-10, the project operated in maintenance mode as the GE Task Force moved forward with the proposal to revise the whole of GE. Continue to develop in conjunction with revised GE.4Work with Curriculum and GE Committees throughout curriculumMarie Francois worked throughout the year (with Julia Baln serving in the spring) on the Provosts General Education Task Force to successfully present a proposal for revising the universitys general education program to one that is in greater keeping with the universitys mission to the faculty senate for initial approval. With faculty approval, the task force has begun work on the stages of implementation. Continue to refine and implement as funding allows.5Offer Student AwardsOffered three general Mission Center Awards.Continue to offer awards without remuneration. 6Continue SAFE I & II trainingsWhile there were plans, pre-furloughs, to offer a session in spring 2010, given the freeze on hiring and the low attendance in the spring 2009 training and Julia Baln being on sabbatical in the fall, no SAFE trainings were held this year. Possibly offer one SAFE II training in 2010-11. Consider revamping and rotating with trainings/conversations on issues of race, class, ethnicity, abilities, and/or religious practices. 7MWGSC events & curricular collaborations40 events and programs with 12 faculty collaborations; 2 collaborations with the Center for Community Engagement; 2 Guest Lectures (See appendix for listing.)Continue as schedules and funding allow.8Partnership with CLU on eventsAnnounced and encouraged student participation in the CLU Center for Equity and Justices events; they similarly encouraged participation in our events. Marie co-chaired Ventura County Womens Forum on Economic Insecurity, held at CLUOCT 10, 2009. While it is clear that the economy has affected the abilities of both institutions to offer programming, we will continue collaborations as possible.9Expand web-presence Our website, HYPERLINK "http://www.csuci.edu/cme" http://www.csuci.edu/cme, offers information on the range of CME work from events, programs, and awards to community partnerships, Advisory Committee meetings, and awards. Tacey Burnham has continued to update and the committee continued to work to make the site more interactive. Continue to make the site more complete and interactive in terms of events information and ongoing discussion of key CME issues.10Continue discussion of definition throughout materials & eventsThe working definition of multiculturalism has been successfully integrated in a number of places/events on campus. In addition to its prominent place on the centers website, it is reflected in the Chicano/Chicana Studies materials and has been used in promoting that program and the university as a whole. It also played a part in the History Programs addition of African/AA History courses and the broadening of gender issues in all of their classes. In Student Affairs, the definition is on the MWGSC website, has been included in the Student Guidebook, and in diversity training for Student Leaders on campus. Continue expanding dissemination of the centers mission and offering opportunities for discussing diversity.11Negotiate for more staff support and spaceThis year has been a very difficult one for everyone given the extreme budget situation. The mission center directors lost half of the reassigned time usually given in addition to having to work around mandatory furloughs that allowed even less time in which to do the work. For the CME, which has worked hard to leverage Student Affairs support, the loss of funding in Student Affairs even further limited the centers ability to create as dynamic a presence on campus. Indeed, we are very proud of all that we have accomplished this year in spite of such severe conditions, but doing so is not sustainable. While in more flush times we set this goal of greater staff support, the more important funding issues at this point are the return of the faculty directors reassigned time and more funding for programming. Realign goals to current funding situation and seek ways to gain the financial support necessary to the mission.12Partner with Faculty Development to increase opportunities for facultyPartnered with Faculty Development to offer the workshop with Sylvia Hurtado.Continue to research opportunities.13Research funding opportunities through advancement and grantsWhile the CME has not been directly involved in grant writing, we have had input in and have supported the development of a number of grants that would benefit the university including the HSI and FIPSE grants.Continue to research opportunities and follow through as possible.14Assess goals in relationship to mission and refine goal listWhile we held some discussion of this, without the climate survey results and assessment pieces in place, this was tabled. On hold until research is available.15Assign task force two goals to assess for progressSee attached report.Review and revise planning accordingly.16Develop & implement plans in response to task force recommendationsSee above.See above17Work on partnerships with other local colleges and universitiesWe continued to announce CLU and other university events to faculty and students. Our most notable partnership was with CLU and the Womens Forum to develop the third in a series based upon the issues of importance delineated at the Beijing International Womens Conference.Continue as able.18Apply for grants as appropriate and possibleWe have researched grants and the reality is funding for centers such as ours is extremely limited.Continue researching this.19Implement Multicultural Visiting Scholars program On hold.Continue on hold until funding becomes available. Continuing work Assess and plan for best ways to document the value of multicultural perspectivesMuch was done this year in terms of assessment. In addition to the ongoing forms of assessment listed below, the CME performed the first of its self-assessments on two of the centers goals (draft report attached). Campus climate partnership with Presidents Commission (see above.) Student Assistant reflections in the MWGSC Assessments for every event this year with the MWGSC The MWGSC end of the year survey Pre and Post test for all diversity training programs for student leaders Post event focus groups with student participants End of the Year one-on-one meetings with students Continue to partner with Presidents Commission to develop efficient and effective assessment tools for students, faculty, & staff.Partner with Presidents Commission on climate assessmentAfter much work the university was able to successfully partner with Sylvia Hurtados research group to offer both a survey and focus groups as part of a national climate on campuses research project. We will be reviewing the results in the following year.Review results of climate survey and focus groups and assess our campus needs accordingly. Continue to work with Commission on assessing climate as funding allows. Expand diversity training effortsKirsten Moss-Frye now conducts 8 different diversity trainings for 8 separate Student Leader groups on campus as well as in-class presentations of cultural sensitivity activities and group discussions. Continue to look at ways to reach staff and faculty on a greater variety of diversity issues as funding allows.Draft Freedom and Justice Studies long formStill on hold due to change in academic plan based on severe budget cuts, but have had several discussions with several faculty putting together the minor in spite of cuts.Assess possibilities for going forward with minor in 2012.
