  • Military orders, a letter from the unit commander or personnel staff, or other military service personnel documents that show the date of assignment to CA
  • Affidavit stating an intent to establish CA residency
A Veteran Student Eligible for Montgomery GI Bill - Active Duty (MGIB-AD), or Post-9/11 GI Bill (Ch. 33) 
  • Be living in CA**

  • Have had a period of active duty service of 90 days or more
  • DD-214 (Certificate of Release or Discharge from Active Duty) showing sections 12a and 12b**
  • Certificate of Eligibility from the U.S. Department of Veterans Affairs (VA)
A Veteran Student Eligible for Vocational Readiness and Employment (Ch. 31)
  • Be living in CA**
  • DD-214 (Certificate of Release or Discharge from Active Duty) showing sections 12a and 12b**
  • VA Form 28-1905 "Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status" or "VBA VRE Purchase Order (Tungsten PO)."
An Active Duty Student or Student on Active Guard and Reserves Duty
  • Be stationed in CA
  • Military orders, a letter from the unit commander or personnel staff, or other military service personnel documents showing the date of assignment to CA
A Dependent Student of a Veteran Eligible for Post-9/11 GI Bill (Ch. 33) or Dependent Education Assistance Program (Ch. 35)
  • Be living in CA***



  • Certificate of Eligibility from the U.S. Department of Veterans Affairs (VA)
A Dependent Student of an Active Duty Service member Stationed in CA
  • Be the dependent of an active duty service member stationed in CA
  • Copy of the military service member’s orders, a letter from the unit commander or personnel staff, or other military service personnel documents showing the date of assignment to CA

  • Statement saying you are a dependent of the service member and were claimed as a dependent for federal income tax purposes
A Dependent Student of an Active Duty Service member Stationed Outside CA
  • Has received transferred benefits under the Post-9/11 GI Bill

  • Reside in CA

  • Be the dependent of an active duty service member stationed anywhere
  • Certificate of Eligibility from the Department of Veterans Affairs (VA)

*This is a one-year exemption that must be used within two years of discharge, which requires the veteran to file an affidavit with the campus stating an intent to establish residency in CA as soon as possible
**A former member of the U.S. Armed Forces who received a dishonorable or bad conduct discharge is not eligible for a nonresident tuition exemption
***Proof must be provided if all classes are online

Please be advised:

  • These are potential exemptions only, this process does not establish California residency
  • California code does not provide a non-resident tuition fee exemption to:
    • Active duty personnel who are on temporary duty in CA
    • National Guard and Reserve members who are not serving in an Active Guard and Reserve duty status
    • CA state military reserve members
    • Service members on military orders specifically to attend a state-supported institution of higher education
